I missed this in last message:

  AltGr (keycode 113)

Do you mean, that the key sequence that is started with AltGr (like
AltGr + Key), does not produce a symbol on the screen (in which editor?
xterm?).

For comparison, here are my xev-results from FI-keyboard.

KeyPress event, serial 29, synthetic NO, window 0xa00001,
    root 0x46, subw 0x0, time 2016246929, (174,176), root:(226,244),
    state 0x0, keycode 113 (keysym 0xfe03, ISO_Level3_Shift), same_screen YES,
    XLookupString gives 0 bytes:
    XmbLookupString gives 0 bytes:
    XFilterEvent returns: False

KeyRelease event, serial 29, synthetic NO, window 0xa00001,
    root 0x46, subw 0x0, time 2016247235, (174,176), root:(226,244),
    state 0x80, keycode 113 (keysym 0xfe03, ISO_Level3_Shift), same_screen YES,
    XLookupString gives 0 bytes:
    XFilterEvent returns: False

And the LC_* values

    LC_PAPER=fi_FI.UTF-8"
    LC_MONETARY=fi_FI.UTF-8"
    LC_ALL=C
    LC_COLLATE=fi_FI.UTF-8"
