The man page is unclear about this to me. I don't see any way to tell it 
what number, but it appears that the order works. This worked for me:

      <!-- Virtual Desktops -->
      <!-- Name tags can be contained within Desktops for desktop names. -->
      <Desktops count="3">
              <Desktop name="first"/>
              <Desktop name="second"/>
              <Desktop name="third"/>
      </Desktops>
