I wonder if this is related to your X server?

I never see the problem myself (not saying it doesn't exist though).

I just tried old jwm 1.5 in a 250x250 Xnest and it correctly puts top left 
titlebar at top of screen but not beyond the screen. I even can watch 
movies in totem in that little screen. Even my many JWM menus appear to 
work good in the limited space.

I can try in newer later (my main system running latest jwm overheated).

What happens for you in Twm or other window manager?
