[JWM] multiple jwm -restart causes crash

It appears that JWM is leaking file handles when loading non-JPEG images
when JPEG support is enabled.
Certainly all kinds of mayhem will ensue when you run out of file
handles.
It's a one line fix thankfully. I'll try to get a new version ready
soon.
